Description

Under the direction of the Superintendent, the Director of Business serves as the chief financial officer of the school district providing financial information, analysis, revenue and expenditure projections and reports to management, Superintendent and Board to assist them in district decision making.

 

The Director of Business oversees and manages all fiscal/finance operations, programs and staff involved in budgeting, payroll, benefits, accounts payable, cash flow analysis, investments, contract costing, pay equity implementation; district audit and oversight of food operations.

 

Position will begin January 2, 2019.  

 

Essential Skills of the Position:

  • Managing, projecting, formulating, forecasting, establishing and monitoring budgets.
  • Delegating, managing and overseeing supervisory and non-supervisory personnel engaged in diverse and different operational programs/functions within the district.
  • Costing out negotiation agreements, provisions and analysis of proposals.
  • Oversees the preparation, maintenance and accounting processes and procedures associated with the maintenance of the general ledger, accounts payable, accounts receivable, student accounting, benefit administration, and payroll processing.
  • Developing and implementing accounting controls, procedures, audit recommendations and methods consistent with acceptable accounting procedures and methods.
  • Preparation of various local, state or federal accounting/fiscal reports.
  • Accounting analysis and projection techniques and procedures in the analysis of cash flow requirements, revenue projections, budget requirements and other financial projections.
  • Human relation, presentational and communication skills needed to advise, negotiate, persuade and interact with representatives of outside organizations, district administrators, elected officials, outside governmental agencies, business agents, attorneys, and the public.

Essential knowledge and specialized subject knowledge required to perform the essential functions of the job:

  • Laws, rules, statutes and guidelines related to school finance, audit requirements, business operations, and accounting.
  • State funding formulas, levy process and requirements.
  • Organizational, management and supervisory principles, standards and practices.
  • Knowledge of statistical, investment, budget, accounting, cash flow analysis and benefit administration procedures.
  • Human resource and employee relation concepts, principles, laws, rules and processes.
  • Data processing systems and software used in the collection, analysis, reporting and accounting of student and financial information.
  • Knowledge of UFARS accounting procedures, EDRS, MARSS, and STARS rules and guidelines.
  • Knowledge of insurance coverage needs and requirements.
  • Knowledge of district administrative policies and procedures.
